Michael J. Heavey

Michael J.Heavey is a Chilean national and an Electronic Civil Engineer with more than forty years of experience leading complex projects in the engineering, construction, and energy sectors, recognized for his strategic leadership, multidisciplinary team management, and results driven approach.

Until March of 2026, he served as an advisor to the Senate of the Republic of Chile, where he made significant contributions to digital governance, technology policy, and institutional modernization, supporting initiatives aimed at strengthening public sector capabilities. In this role, he played a key role as a promoter and advocate of the X-Road platform, advancing secure data exchange and interoperability as foundational elements of modern digital government.

He holds a degree from Universidad Técnica Federico Santa María, a Diploma in Managerial Development from Universidad Adolfo Ibáñez, and is a Cyber Capacity Building Fellow of the e-Governance Academy of Estonia.
