The Nordic Institute for Interoperability Solutions (NIIS) owns the X-Road product and is responsible for its development and maintenance. X-Road is developed as an open-source product in collaboration with NIIS members and the global X-Road Community.
The X-Road Development Model defines how the strategic direction of the product is translated into roadmap priorities, development work and published releases. It helps ensure that X-Road evolves in a transparent and predictable way while maintaining software quality, compatibility and alignment with the long-term needs of its users and NIIS members.
How X-Road development works
X-Road development is guided by three connected levels of product planning: Product Strategy, Product Roadmap and Product Backlog. Together, they connect long-term product direction with concrete development work.
Product Strategy
The X-Road Product Strategy defines the long-term direction of the product. It describes the objectives and strategic priorities that guide how X-Road should evolve and provides the basis for decisions about future investments and development priorities.
The Product Strategy helps ensure that individual development initiatives contribute to a coherent direction for the product rather than being evaluated only as isolated feature requests.
The Product Strategy is approved by the X-Road Steering Committee and provides the strategic framework for the Product Roadmap.
Product Roadmap
The Product Roadmap translates the Product Strategy into planned areas of development and major business capabilities.
It provides a shared view of how the strategic priorities are expected to materialise in the product and supports planning and coordination of upcoming releases. The roadmap takes into account required functionality, dependencies and compatibility with existing X-Road environments.
The Product Roadmap is owned and maintained by NIIS and prioritised by the X-Road Steering Committee.

Product Backlog
The Product Backlog translates roadmap priorities and approved enhancement requests into more detailed technical development items.
Items in the backlog are refined, dependencies are analysed and priorities are continuously reviewed before implementation. The Product Backlog therefore acts as the operational link between product planning and software development.
The backlog is maintained by NIIS and prioritised together with the X-Road Technical Committee.

The Product Strategy defines where X-Road is going and why.
The Product Roadmap defines what capabilities should be developed to move in that direction.
The Product Backlog defines the concrete work required to implement those capabilities.

X-Road Steering Committee
The X-Road Steering Committee provides strategic governance for X-Road development. Its responsibilities include:
approving the Product Strategy and development budget
setting and reviewing strategic product priorities
prioritising the Product Roadmap
making decisions on business feature requests that affect product direction or roadmap priorities.
X-Road Technical Committee
The X-Road Technical Committee provides technical governance. Its responsibilities include:
prioritising the Product Backlog
evaluating enhancement requests
approving significant technical decisions
ensuring that technical development supports the agreed product direction.
X-Road Community
X-Road Community can actively participate in X-Road development by:
contributing input to future product needs
proposing new business features
suggesting enhancements to existing functionality
participating in technical discussions
contributing source code and documentation.
Releases
New X-Road versions are typically published two times per year.
X-Road uses semantic versioning:
Major release — X
Used for major changes in functionality or architecture that may introduce compatibility changes.
Minor release — X.X
Used for new functionality and significant improvements that remain backwards compatible.
Patch release — X.X.X
Used for backwards-compatible bug fixes and smaller corrections.
NIIS is responsible for publishing official X-Road releases and distributing installation packages. X-Road operators are responsible for planning and carrying out upgrades within their own ecosystems.
Version compatibility and support
Major X-Road versions are designed to be long-lived and can contain multiple minor releases.
A new major version is introduced when significant changes cannot reasonably be implemented while maintaining compatibility with the existing major version.
NIIS officially supports the latest X-Road version and the two preceding versions at the major/minor version level. Patch releases within a supported major/minor version do not change its support status.
This approach allows X-Road operators to plan upgrades while enabling the product to continue evolving.
