Government Data Management in Québec: Legal framework, policies and technologies
By Jonathan Kelly and Vincent J.-Painchaud
To introduce Québec as a partner of NIIS, this presentation will address the key challenges of Government Data Management that the Government is facing. It will also highlight the solutions that the Ministère de la Cybersécurité et du Numérique (Ministry of Cybersecurity and Digital) is implementing, including the modernization of legal frameworks, key data policies and technologies, including X-Road.

From Federalism to Digital Unification: How X-Road Can Strengthen Argentina’s Federal System
Argentina, a federal nation, is carrying its federal structure into the digital era through X-Road. Much remains to be done, yet the model already reveals its potential by:
Enabling autonomous provincial ecosystems to exchange data at the federal level.
Providing a unified framework that aligns technical, legal, and governance standards across national, provincial, and municipal layers.
Designing citizen-centered digital spaces through digital urbanism.
Ensuring seamless services for citizens across provincial borders.

The DPI Map and Measuring the Exchange of Data
One year ago, the DPI Map was launched to offer a global snapshot of Digital Public Infrastructure (DPI) — specifically through the lenses of digital identity, digital payments, and data exchange systems. What we found was striking: the world is home to far more DPI-like systems than previously recognized. More importantly, measuring these systems can reveal critical insights into their governance, adoption, and the broader digital transformation efforts underway.
In this session, we’ll take a closer look at that measurement journey — with a particular focus on data exchange systems, including but going beyond those based on X-Road. We’ll explore emerging patterns, regional developments, and what this evolving landscape means for governments seeking to benchmark, improve, and report on their DPI progress.

X-Road 8 "Spaceship" - From Launch Pad to Data Spaces
By Raido Kaju and Petteri Kivimäki
The upcoming major release, X-Road 8 “Spaceship”, builds on X-Road’s proven ecosystem model and robust security, taking it to the next level as a solid data space infrastructure. This milestone introduces the data space protocol stack, improved cloud compatibility, and a more modular architecture. It also makes X-Road technically compatible with the Gaia-X trust framework.
In this talk, we will explore:
What’s new in X-Road 8 and the scope of the transformation.
Why these changes are essential for the future of secure and trusted X-Road.
How they benefit X-Road users, from enhanced interoperability to alignment with emerging international standards.
The future of X-Road 7 development and migration to X-Road 8.
Join us to discover how X-Road 8 “Spaceship” opens the door to the next generation of secure, cross-border digital services. We will also launch the X-Road 8 Beta, offering the first opportunity to experience the new major version live.
