Complementing X-Road with OpenFn, the DPI Building Block for Automation, Integration and AI Orchestration

X-Road provides governments the secure, trustworthy foundations on which to exchange data between institutions. But once those foundations are laid, how do we drive down the cost and complexity of building and maintaining integrations between DPI building blocks? How do we automate service delivery and data exchange along the roads that X-Road lays?
This session will demonstrate how a complementary Digital Public Good can support teams to reach their interoperability goals. OpenFn is the DPG for workflow automation, AI orchestration and public service automation. The platform helps data (and increasingly, AI agents!) more easily and safely flow around a country's DPI ecosystem. Using real-world examples, this talk walks through how governments can combine Digital Public Goods to move from point-to-point integrations to sustainable, government-owned interoperability and public service automation in service of citizens.

The Evolution of Estonia’s X-Road, 2003–2025
This presentation examines how digital government infrastructures scale, using 23 years of operational data from Estonia’s X-Road. By 2025, the infrastructure supported 3,639 services across 954 repositories, generating 3.7 billion annual queries. The findings reveal a structural asymmetry: while the expansion of services per repository has slowed, demand continues to grow disproportionately, with a 1% increase in services associated with 2.55% more queries. This pattern of supply-side saturation and demand-side amplification has important implications for digital government governance, investment, and performance measurement.
