NIIS (Nordic Institute for Interoperability Solutions) is a non-profit association founded to ensure the development and strategic management of X-Road® and other cross-border digital government solutions.

The institute is owned by Estonia, Finland, Iceland, and the Faroe Islands, with Ukraine, Germany, and Canada participating as partners.

We develop and maintain:

• X-Road® – secure data exchange layer for digital public services

• Harmony – eDelivery Access for secure message-based interoperability
